Global investment in computing infrastructure reached $459 billion in 2025 and is expected to grow tenfold by 2027. As artificial intelligence, quantum computing and other emerging technologies transform economies, countries face a complex challenge: securing access to computing power while managing energy demands, geopolitical dependencies and evolving cyberthreats.

Written by the World Economic Forum in collaboration with its Global Future Council on Next Generation Computing, The Next-Generation Computing Framework provides a practical tool to help governments and organizations navigate these challenges. Its framework examines three interconnected pillars: sovereignty and interdependence, cybersecurity and resilience, and sustainability, across seven dimensions.

Drawing on examples across the industry, the report’s scorecard helps decision-makers assess capabilities, identify priorities and navigate trade-offs. Ultimately, it aims to support informed investment and policy decisions worldwide, helping make next-generation computing secure, sustainable and inclusive for people, businesses and communities everywhere.
