While cyber incidents increasingly disrupt economies and supply chains, most institutions still treat cybersecurity as a technical cost rather than a strategic investment. The report sets out key areas for closing this gap: building a shared vocabulary for decision-makers, reframing cybersecurity as a source of business value, developing measures that let resilience be compared across institutions and economies, and designing sustainable financing for under-resourced environments. The report offers concrete actions for senior leaders to adopt by 2027, positioning cyber resilience as a foundation of economic stability rather than a reactive, crisis-driven expense.
