Huiyong Zhang is the director of Secretariat of China Council for International Cooperation on Environment and Development (CCICED), a high-level international advisory body approved by the State Council with its Secretariat seated within the Ministry of Ecology and Environment of China (MEE). Prior to this appointment, he once held several different posts, including deputy director of CCICED Secretariat, deputy director of Legal Division of Foreign Environmental Cooperation Center of MEE (FECO) and researcher at climate change division of FECO, thus gaining rich experience in international environmental cooperation.
CCICED is the only think-tank that is chaired by the Vice Premier of State Council, with a mission to advise the Chinese government on how to address sustainable challenges and acting as a dialogue platform between China and international community.
Mr. ZHANG got Environmental Law Master degree in Wuhan University in 2004 and was admitted to National Bar of China as a legal professional in 2006. Nominated by the MEE, Mr. Zhang was awarded with Hubert H. Humphrey Fellowship of the Department of State and studied at UC Davis from 2021 to 2022. During his time in the United States, he also obtained the certificate on Leadership and Governance during Times of Crisis from Syracuse University and became a non-resident senior research fellow at the Boston University Global Development Policy Center.
