Nomin Chinbat is Mongolia's Minister of Digital Development, Innovation and Communications and a Member of Parliament. A former Young Global Leader of the World Economic Forum, she is widely recognised as one of Mongolia's leading reformers, bridging government, business, technology, and international engagement.
Nomin was first appointed to Mongolia's Cabinet in January 2021 as Minister of Culture. During her tenure, she led major reforms to strengthen Mongolia's cultural and creative sectors, overseeing the development of the country's first Cultural and Creative Industries Policy, which positioned the sector as a key pillar of Mongolia's Vision 2050 development strategy. She also spearheaded landmark legislation supporting museums, film production, and creative industries, while advancing policies to better protect intellectual property and strengthen opportunities for artists and cultural entrepreneurs.
In March 2023, Nomin was appointed Chairperson of the National Committee for Promoting Mongolia Internationally. Under her leadership, Mongolia launched the "Go Mongolia" nation-branding initiative, expanded its international cultural diplomacy efforts, and significantly increased global visibility through strategic partnerships with leading international institutions and organisations. During this period, Mongolia achieved record tourism growth, welcoming more than 800,000 international visitors and generating over US$1.6 billion in tourism revenues.
Following her election to Mongolia's State Great Khural (Parliament) in 2024, Nomin served as Minister of Culture, Sports, Tourism and Youth, where she championed policies focused on youth empowerment, creative economy development, sports diplomacy, and sustainable tourism growth.
In April 2026, she was appointed Minister of Digital Development, Innovation and Communications. In her current role, she leads Mongolia's digital transformation agenda, including the expansion of digital public services, artificial intelligence policy, innovation ecosystem development, digital infrastructure, cybersecurity, telecommunications, and the country's long-term ambitions to become a regional hub for data centers, emerging technologies, and digital investment. She is also focused on strengthening digital skills, fostering technology entrepreneurship, and ensuring that digital transformation contributes to inclusive economic growth.
Prior to entering public service, Nomin built a successful business career as an entrepreneur and media executive. She founded Terelj Hotel, Mongolia's first internationally recognised luxury boutique hotel, and subsequently founded Mongol TV, one of the country's leading media organisations. Her work has contributed significantly to the modernisation of Mongolia's media, tourism, and creative sectors.
Beyond government and business, Nomin remains actively engaged in philanthropy through initiatives such as Byatshan Ger, which helps underprivileged children and hearing-impaired citizens. In recognition of her achievements, Nomin won the Gold Award in the Corporate & Public Sector category at the 2024 Women Changing the World Awards, was included in Forbes Mongolia's “30 under 30” list, and was listed in The Hollywood Reporter’s 2013 “Top 25 Women in Television.” She is a graduate of Harvard Business School.
She continues to engage internationally on issues including digital transformation, innovation, economic diversification, cultural diplomacy, and sustainable development.
