Maximiliano Frey

Maximiliano specializes in environmental policy and circular economy, driving projects to tackle the triple planetary crisis and regenerate the planet.

He has developed public policy proposals to advance sustainable development and collaborated in documents at the frontier of knowledge on plastic pollution and waste management systems in Latin America. To this end, he has worked together with local governments and international organizations such as the IDB, CCAP, Oceana and the World Bank. In August 2025 he was part of Chile's national delegation in the Intergovernmental Negotiating Committee to develop an international legally binding instrument on plastic pollution (INC5.2). He is member of the recently launched YPAN (Youth Plastic Action Network) of the United Nations Environment Programme.

A great storyteller and a serial thinker, Maximiliano has spoken at international events such as the eMerge Americas (Miami), Ellen MacArthur Foundation Plastic Workshops (Belgium) and the Beating Plastic Pollution: Solutions Day of the World Economic Forum (Geneva). In addition, he published in the scientific journal Sustainability and was awarded as one of the best thesis in 2023 by the Parliamentary Academy of the Chamber of Deputies of Chile. This has led him to become one of the youngest adjunct professors at the School of Government of the Pontificia Universidad Católica de Chile.

He aims to promote youth participation in advocacy spaces and is currently writing a book on the subject. Also, is leading a cross-hub initiative call South Resilience that seeks to address global risks with local knowledge of the southern cone.

Convinced that collaboration is the key to advancing the world's challenges, Maximiliano is working in innovate high-impact solutions with public and private institutions.
