Civil engineer and environmental engineer with a master's degree in Environmental Management from the University of Los Andes. He has served as advisor to the Presidency of Andesco; project manager of the Water for Colombia Coalition of TNC (The Nature Conservancy); vice minister of Water and Basic Sanitation of the Ministry of Housing, City and Territory; and president of the Water and Basic Sanitation Regulation Commission (CRA). He was advisor to the high presidential advisor for the regions of the Presidency of the Republic; coordinator of Environment and Water Resources for the USAID Orinoquia Master Plan; delegate superintendent for Aqueduct, Sewer and Cleaning of the Superintendency of Home Public Services; and consultant to the Business Management Directorate of the United Nations Development Program (UNDP). Likewise, he was part of the Board of Directors of EPM and was general manager of the latter, where he managed, among others, to carry out Hidroituango, a key project for the country's electricity generation.
