Chairman, Department of Government Enablement, Government of Abu Dhabi

His Excellency Ahmed Tamim Hisham Al Kuttab has served as Chairman of the Department of Government Enablement – Abu Dhabi (DGE) since it was established in September 2023, having played a central part in the merger of several government entities to create DGE. HE Al Kuttab plays an important role in the smart and digital transformation of Abu Dhabi’s government into a global leader in digital governance, leveraging cutting-edge technology and strategic partnerships to provide unparalleled services. His remit includes integrating technology through AI-focused, data-driven, and customer-centric strategies that aim to unlock the full potential of the emirate’s citizens, residents, and businesses.

HE Al Kuttab is responsible for delivering next-generation, AI-native services through initiatives like TAMM, a platform that provides effortless, personalised, and accessible services for citizens, residents, visitors, businesses, and investors.

One of DGE’s main priorities is human capital development, which he promotes through learning initiatives and policies that upskill government employees, foster innovation, and position Abu Dhabi as a global leader in governance.

Through these efforts, Abu Dhabi is building a lasting ecosystem of government leaders.

Additionally, HE Al Kuttab leads efforts to enhance government operations by streamlining government procurement frameworks and fostering stronger partnerships with the private sector.

HE Al Kuttab also oversees the Statistics Centre – Abu Dhabi (SCAD) as an affiliate of DGE with independent legal personality, ensuring data-driven insights that support informed decision-making and strategic planning.

In addition to his role at DGE, HE Al Kuttab serves on the boards of several prominent institutions, including the Advanced Technology Research Council, Khalifa University, Emirates Development Bank, and the National Defence College.

Prior to DGE, HE Al Kuttab was Director of The Executive Office Directorate at the Abu Dhabi National Oil Company (ADNOC), where he supported the company’s strategic direction, optimised portfolio performance, and elevated corporate affairs. His responsibilities included leading business development, overseeing high-impact projects, and fostering strategic partnerships. He provided executive-level counsel on capital allocation, macroeconomic trends, competitive intelligence, and portfolio optimisation.

HE Al Kuttab holds a Master of Business Administration from Saïd Business School, University of Oxford, and a Bachelor of Science in Finance from George Mason University, USA.
