Santiago Wills

Director, Council and Trade Negotiations Committee Division, World Trade Organization (WTO)

Mr. Santiago Wills is an international trade lawyer, diplomat and academic with remarkable achievements in his short professional life. Mr. Wills is currently Director of the Council and Trade Negotiations Division of the World Trade Organization (WTO), which oversees the Organization's governing bodies. Before joining the WTO, he was the Ambassador and Permanent Representative of Colombia to the WTO in Geneva, Switzerland - being the youngest ambassador from Colombia representing the country at the time. In that capacity he was elected as Chair of the Negotiating Group on Rules of the WTO where he led the multilateral negotiations on Fisheries Subsidies, unblocking them after almost two decades of stalemate, and later bringing them to a conclusion with the adoption of the historic Agreement on Fisheries Subsidies in 2022. This was an extraordinary accomplishment since this Agreement will have a significant impact in the health of the oceans, global fisheries, and the livelihoods of the communities that depend on them. His enthusiasm and leadership have won the trust of the Members, which was critical during his time as Permanent Representative as well as in his current role. His successful career so far as diplomat, public servant for the Government of Colombia, as an international trade lawyer at a highly recognized Law Firm in Colombia, and as a lecturer on International Economic Law and International Dispute Settlement at several Universities has propel him to where he is today. Since he was in law school, he has dedicated time to give back to the community participating in political and research activities. He was a regular columnist in newspapers and journals in Colombia and elsewhere, writing about the importance of multilateralism, trade and their global impact.
