1989, MBCHB; 2003, MA in Liberal Studies, specializing in International Affairs, Georgetown, Washington DC. Formerly: practised medicine in Uganda and Rwanda; Presidential Assistant, President's Office. 1995-99, Member of Parliament and Vice-President, Social Commission. 1999-2003, Ambassador Extraordinary and Plenipotentiary in the USA; Non-Resident Ambassador to Argentina, Brazil and Mexico; oversaw Rwandan interests in the World Bank Group and the IMF. Also Ambassador to Canada. 2003-08, Presidential Special Envoy for the Great Lakes Region and Senior Adviser to the President, closely involved in peace and security issues, conflict management and resolution, as well as regional Integration issues; concurrently, Chairperson, Rwanda's Committee on Regional Integration. 2008-11, Minister of Health of Rwanda. Since 2011, Secretary-General of the East African Community. Author of many publications in university journals, mainly in the field of politics and international affairs; published numerous articles and interviews in major national, regional and international media houses including the Washington Post, Foreign Affairs magazine, CNN, VOA, BBC and others. Keynote addresses in many regional and international forums.
