An IT professional who has a big heart for volunteerism and has the passion in making a change— may it be big or small. He highly values commitment and reliability. He is also a strong advocate in supporting local products, local farmers and strong startup and innovation ecosystem. He is one of the men behind various programs and initiatives in Iloilo like Youth First Initiatives Philippines, a non-government organization gearing towards poverty alleviation, economic development and innovation for a better and more progressive society. Produkto Lokal is a program that promotes homegrown micro entrepreneurs and startups to develop and innovate new products and services that empower communities. Iloilo Startup Founders Circle (ISFC), a group of Iloilo-based Startup Founders that aims to become the catalyst that inspires to improve and develop local startups to achieve their aspiration for nation building. And Innovate Iloilo - a public-private sector movement to promote innovation across Iloilo. It foster innovation that addresses local challenges and leverages on opportunities that showcase true Ilonggo identity.

Rayjand is also one of the Department of Information and Communication Technology (DICT) RAINMAKER: Startup Community Champion - he serves as one of the DICT adviser to the regions startup-related activities, help raise the awareness of the seedPH initiatives in his area and organize local startup communities through meetups and events.

Lastly, he is also part of the Regional Development Council Region 6. He will help coordinate the preparation, implementation, monitoring and evaluation of short- and long-term regional development plans and investment programs, regional physical framework plan and special development plans and formulate policy recommendations.
