Rafael Moreno Valle Rosas

Governor of Puebla, Government of the State of Puebla

Rafael Moreno Valle Rosas was elected Governor of the State of Puebla (2011-2017 term) on July 4th, 2010. He is the first candidate to be elected governor of Puebla through a coalition, known as Compromiso por Puebla.

A Senator of the Republic from 2006 to 2010, during the LX and LXI Sessions he served as Chairman of the Foreign Relations Committee on Non Governmental Organizations, vice-chair of the National Defense Committee and as a member of the Committee on Trade and Industrial Development.

In 2004 he was elected to the State House and appointed President of the Congress of the State of Puebla.

He was elected federal deputy (MP) for district VIII of Ciudad Serdán, Puebla, receiving the highest number of votes for the LIX Session of Congress.

In 1999 he was appointed Secretary of Finance and Social Development of the State of Puebla, where he applied his financial expertise to public administration.

As head of the Department of Finance he sought and received the quality certification ISO-9000, launched a program to streamline and increase transparency via the internet, and improved the fiscal base and tax revenues over 170 percent, without the need of raising taxes.

Prior to his legislative experience, he held the positions of Assistant Treasurer and Vice President at Dresdner Kleinwort Benson Bank.

Rafael Moreno Valle Rosas graduated Magna Cum Laude from Lycoming College with a BA in Economics and Political Science in 1991.

In 1994 he obtained his Juris Doctor degree from the Boston University School of Law, and in 1995 a Masters in Business Administration from Harvard University Extension School.
