Neema Lugangira

Member of Parliament, Parliament of Tanzania

Hon Neema Lugangira (MP) holds a Master in Business Administration (MBA) in Purchasing and Supply Management and currently serves as a Member of Parliament in Tanzania. Throughout the two decades career span, Lugangira has successfully pioneered policy and legislative reforms, which has strengthened her ability to
manage policy unpredictability and navigate political and power dynamics across political parties, countries and regional blocks, including global north vs global south gaps with the aim of finding common ground for sustainable development. She is an agile strategic thinker with broad experience and understanding of
institutional and inter-institutional, who also has unique skills in securing political support, ability to inspire diverse stakeholders to align towards shared goal, facilitating connections across different ecosystems, identify opportunities and strategically grasp them. Her systems and analytical thinking, problem solving, and adaptative leadership style are equally key contributing factor to her successful high-level diplomacy.

Her cumulative participation in shaping national, continental and global development agenda across various portfolios through her engagement as key note speaker, expert contributor and; appointed and elected positions has equipped Lugangira with a robust international development expertise and exposure. To mention a few, Neema is the Chair of the Global Parliamentarians Group to Combat Neglected Tropical Diseases (NTDs), Ex-Officio Lead Group Member of the UN Scaling Up Nutrition (SUN) Movement and Co-Chair of SUN ExCom, Board Member of Global Board of Parliamentary Network on the World Bank and IMF (PN), Board Member of
the Executive Committee on International Parliamentary Network on Education (IPNEd), Member of the World Economic Forum’s Global Future Council on Good Governance , Member of the Women Parliamentarians Network under Munich Security Conference, Vital Voices Fellow, founded by Secretary Hillary Clinton and late Madeleine Albright, Women Political Leaders Country Ambassador for Tanzania, and United Nations
International Telecommunication Union (ITU) - WSIS Digital Gender Trend Setter.

Neema has also delivered expert contributions to the World Bank’s Evolution Roadmap, World Bank Group new Gender Strategy and World Bank Representation Matters Program; African Union (AU) Continental Strategy for Artificial Intelligence, African Union (AU) Continental Artificial Intelligence Strategy and the AU Heads of State Summit Kampala Declaration, World Food Programme’s new Africa Strategy, Guidelines for Digital and SocialMedia in Elections in Africa by the Association of African Election Authorities (AAEA), and, School Meals Parliamentarian Toolkit for the School Meals; to mention a few.

Her commitment to contribute to sustainable development at grassroot levels led her to establish two national non-profits in Tanzania; Agri Thamani Foundation focused on accelerating efforts to end malnutrition; and Omuka Hub focused on bridging rural digital gaps.
