1976, Graduate, Wesleyan University; 1983, PhD in European History, Cambridge University, England. 1986, joined the CIA as Analyst, Directorate of Intelligence (DI), covering Western Europe, including the development of European institutions such as the European Union; 1998-1999, first holder of the Intelligence Community Fellowship, and served at the Council of Foreign Relations in New York: 1999-2001, assignments as special assistant to the US UN Ambassador Richard Holbrooke; 2001-02, Deputy National Security Advisor to US Treasury Secretary Paul O'Neill; 2003-07 and since 2010, Director, Analysis and Production Staff (APS); also since 2007, Counsellor to the National Intelligence Council (NIC); also Member, Senior Analyst Service. As Director of APS, responsible for managing a staff of senior analysts and production technicians who guide and shepherd all NIC products from inception to dissemination. Principal drafter for the NIC publication, Global Trends 2025: A Transformed World. 2005, set up and now directs the NIC's Long Range Analysis Unit.
