Former president of Costa Rica 2010-2014. Vice-President of the Club de Madrid, Chair of the Kofi Annan Foundation, Co-Chair of the Inter American Dialogue. Bachelor's in Political Science, University of Costa Rica; Master's in Public Policy, Georgetown University. Long and distinguished record in public service. 1994-96, Vice-Minister of Security, Costa Rica; 1996-98, Minister of Security, Costa Rica; 2002-06, Member, Costa Rican Legislative Assembly; 2006-08, first Vice-President of Costa Rica and Minister of Justice; since 2010, President of Costa Rica for four-year term, the first woman to lead the country. Extensive experience as consultant in Latin America and Africa for various international agencies in institutional reform. Conducted assessments of justice sector for US Agency for International Development (USAID), coordination of studies and projects on judicial reform for United Nations Development Programme (UNDP) and assessments and advice on police reform for Inter-American Development Bank (IDB). Has written and published extensively on judicial reform, police reform and crime prevention.
