David Scharia

Chief of Branch, Counter Terrorism Executive Directorate (CTED), United Nations

LLB, LLM (Hons) and PhD, Tel Aviv University. 1995-2006, with the Attorney General Office, Israel, as lead attorney in major counter-terrorism cases before the Supreme Court of Israel. Also chaired the inter-ministerial Counter Terrorism task force and served as counter terrorism representative of the Attorney General to the Law and Constitution Committee of the Israeli Knesset. Currently, Director and Chief of Branch, Counter Terrorism, United Nations Security Council CTED; in charge of counter terrorism policy and heads a large group of international counter terrorism experts, advising the Security Council on counter terrorism matters. Covers issues including counter terrorism legislation, financing of terrorism, law enforcement and border control, human rights, gender and the use of technology by terrorist organizations. Scholar in Residence, Columbia Law School and NYU Center for Global Affairs. Member of the Board, leading research institutions, including the International Institute of Counter-Terrorism, Herzeliya (ICT). Member, Council on Foreign Relations study group on U.S –Israel relations. Articles and books have been published in academic forums including Oxford University Press, Harvard National Security Journal and Hebrew University Press. Expertise: counter terrorism. Co-chaired the WEF working group on the safety and security of IOT, Member of the advisory board Rutgers University program on Cyber-Security.
