Former Assistant General Counsel, Office of the General Counsel, Central Intelligence Agency. 2002, Legal Counsel, Joint Inquiry Committee, Senate Select Committee on Intelligence. 2002-06, Counsel to the President's Foreign Intelligence Advisory Board, White House. 2006, founded the CyberProject at Georgetown University; currently, Director. Visiting Assistant Professor of Government and Foreign Service, Georgetown University. Teaches courses on national security law, cybersecurity law, US intelligence law and international law. Coordinates research projects and events for the Institute for Law, Science and Global Security at Georgetown. Work focuses on the role of international and domestic law and policy in recent and upcoming developments in cyber technology and cyber threats. Speaker at cyber conferences. Established and has run for four years the annual international cyber conference, Georgetown. Author of over 70 publications, including: Cyber Policy as An Instrument of International Relations (forthcoming).
