Carter Cheng

Global Shaper, London II Hub

Carter is the European Focal Point of the UNCCD Youth Caucus, Managing Director (London) of Young Professionals in Foreign Policy, Legal Fellow with International Lawyers Project, and a MPhil-PhD student in Environmental Law and Policy (Wolfson John Grantham Scholar) at the University of Cambridge.

Directing the European branch of the official UNCCD youth constituency, Carter advises the UNCCD Secretariat on its youth engagement strategies related to deforestation and desertification. By engaging diverse stakeholders in intergenerational policy dialogues, Carter works closely with 80+ environmental groups in Europe and co-organized the official UNCCD COP16 Youth Forum.

Overseeing the London branch of YPFP, the world’s largest network of young professionals in the foreign policy space (20,000+ members globally), Carter is leading 7 initiatives to empower young changemakers to advocate effectively in G7, G20 and COP. She also served as the Impact Officer (2023-24) of the Global Shapers London Hub II, where she co-developed the infant hub into one of the most impact-driven Global Shapers Hubs in Europe, directly supporting 1,500+ individuals through 8 impact projects.

As a Legal Fellow with International Lawyers Project, Carter takes on the tough fights, using strategic litigation and advocacies to combat economic injustices fueled by deforestation, biodiversity loss, and climate change, holding powerful actors accountable.

As an intrapreneur from Hong Kong, Carter worked for United Nations ESCAP (2017-22), where she co-founded Asia’s first agritech research platform and facilitated USD$28.9mn investments in sustainable agritech. In 2019-2021, she also researched and taught geopolitics and tech law as a Yenching Fellow at Peking University.

At Cambridge, Carter’s MPhil and PhD research explores how governance can turn environmental innovation into a catalyst for equity, inclusivity and resilience. She holds an undergraduate degree in International Relations (Dean's List) from the University of St Andrews and dual master’s degrees in Economics and Law from the London School of Economics and Peking University.
