Written by the World Economic Forum in collaboration with Bain & Company, Rethinking AI Sovereignty: Pathways to Competitiveness through Strategic Investments examines how economies can strengthen AI competitiveness through strategic investment choices, resilient infrastructure development and trusted international partnerships. It introduces five archetypes and pathways that reflect diverse starting points, outlining how economies can prioritize comparative advantages, target high-impact applications and encourage interoperable, future-ready AI systems.

Case studies such as Singapore and India illustrate how deliberate strategy, strong enablers and coordinated public-private action can transform national AI ecosystems. Ultimately, the paper argues that reframing AI sovereignty as strategic interdependence offers the clearest route to long-term competitiveness in the intelligent economy.
