Qiqing He

Vice-Curator, Chengdu Hub

Qiqing He(何其青) is a Chinese AI workforce transformation strategist and founder of the Global AI Governance & Workforce Transformation Policy Observatory. His work focuses on how China's rapid AI adoption is reshaping jobs, organizational workflows and workforce capabilities — and what these changes mean for businesses and policymakers worldwide.

His research connects three areas: AI-driven workforce transitions, human–AI collaboration and work redesign, and the interpretation of China's AI governance and employment policies. Drawing on hundreds of interviews and field conversations with young workers, business practitioners and institutional stakeholders, he examines how organizations redesign roles, develop talent and preserve human judgment as AI becomes embedded in everyday operations.

Beyond research, he develops and supports practical workforce capability initiatives. Outreach through an earlier AI fluency and workforce-readiness diagnostic reached more than 10,000 young people across 12 regions, while collaborative Forward Deployed Engineering (FDE) learning activities in Shanghai engaged nearly 100 practitioners and professionals. A particular focus of his work is how younger workers develop experience and professional judgment as AI transforms traditional entry-level tasks.

He has published analysis on China's enterprise AI transformation and workforce policy, contributed perspectives through international media interviews, and spoken at the World Economic Forum's Annual Meeting of the New Champions. Through the Observatory, he connects evidence from China's AI transition with international discussions on the future of jobs, human–AI collaboration and effective workforce policy responses.
