EXPERIENCE: Dimitri de Boer is chief representative of ClientEarth in China, leading a team of lawyers to advance environmental governance and rule of law. Key counterparts include the Ministry of Environmental Protection, Supreme People’s Court, Supreme People’s Procuratorate, and State Council. He previously acted as Team Leader for the EU – China Environmental Governance Programme, a 15 million euro EU-funded cooperation programme embedded in China’s Ministry of Environmental Protection. Prior to that, he was Team Leader for EU Programmes with the United Nations Industrial Development Organization in China for ten years. With outstanding spoken and written Chinese skills, Dimitri has cooperated with Chinese central and local-level government counterparts from 2003 to date. He is well known in China’s environmental policy circles, following many successful and innovative new projects centred around environmental protection, energy and climate change; for contributing to a series of World Bank lending projects and policy recommendations; and for his voluntary position as vice chairman of the board of China Carbon Forum. He co-founded the ClientEarth China Representative Office, the first European NGO to be formally registered under the direct supervision of MEP. He has recently been appointed as member of the Chief Advisors group of China Council for International Cooperation on Environment and Development (CCICED), a top advisory body.
