During the C19 pandemic, he was part of COVAX, the global procurement mechanism of C19 vaccines for developing countries with a focus on Africa.
Previously with International Committee of the Red Cross (ICRC) assisting war victims in DRC and Afghanistan. Founded and headed the ICRC office in Japan (https://jp.icrc.org/). As a researcher, he interviewed Taliban members and wrote a book on how to ensure compliance with humanitarian law by non-state actors.
